Drive Clean and Earn Green: CEC Electric Vehicle & Charger Rebate Program

As part of Central Electric Cooperative's efforts to promote transportation electrification, CEC is offering rebates through our Electric Vehicle & Charger Rebate Program. CEC members are eligible to apply for both the registration and charger rebate programs.
  • $50 per electric vehicle registered within CEC territory.
  • $150 for purchase and install of a 50 amp, NEMA 14-50 outlet to make your home EV ready.
  • $200 for purchase and install of any Level 2 (240-volt) charger.
  • $450 for purchase and install of any BPA/CEC Qualified Level 2 (240-volt outlet) charger.
  • Restrictions apply. Please see specific rebate program details below.

Register your electric vehicle and receive $50

Do you own or lease an electric vehicle (EV)? CEC members with battery electric vehicles and plug-in hybrids registered within CEC territory can receive $50 by completing the CEC registration application. Members are eligible to receive one registration incentive per vehicle (a separate form must be completed for each vehicle). By registering your vehicle with CEC, you help us better understand how members are utilizing their power so we can manage long-term infrastructure and efficient rate planning, putting money back in your pocket.
  • Must be an active CEC member.
  • Must own or lease an EV or PHEV with a minimum 2kWh on-board battery.
  • Eligible vehicles must have current registration with the Oregon DMV at a service address with an active CEC electric service.

Make Your Home EV Ready and Install a 240 Volt Outlet

Thinking about purchasing an EV, or want to build your new home and plan for future charging needs? You can take advantage of CEC's 240 Volt outlet $150 rebate and help make your home EV ready!

● Installation must be permitted, inspected, and approved in compliance with National Electric Code, local, county, and state requirements. Members accept responsibility for ensuring compliance with applicable codes. For safety, we recommend that a licensed electrician perform the installation.
● CEC disclaims any warranty, whether expressed or implied, for any materials or labor associated with installation, maintenance, or repair.
● All participating service locations are subject to inspection and usage data analysis.

How to Apply:
To receive your $150 EV outlet rebate:

1. Submit the online interest form and work with a CEC engineer to perform an infrastructure and equipment review.
2. After the CEC review, we will contact you regarding requirements of installation.
3. Install your qualifying outlet.
4. Complete the online rebate application.
5. Submit a copy of your proof of purchase and/or installation invoice and a photo of your installed outlet.
6. After verification, we will send you a check for $150.

This program may change at any time without notice at CEC's sole discretion. Please allow 4-8 weeks for processing.

Install a Level 2 (240-volt) EV charger and receive up to $450

Once you've registered your vehicle with CEC, tap into further incentives. By installing qualifying charging equipment, you can earn up to $450 in additional rebates.

●    Comply with SAE J1772 standard or Tesla connector plug.
●    New, unused, and certified by a nationally recognized testing laboratory (e.g., UL Listed)

To receive $450, the Level 2 (240-volt) chargers must:
●    Comply with SAE J1772 standard or Tesla connector plug.

Commercial EV Charger Evaluation Support

Unsure about how much installing an EV charger will cost, or how many and what type you might want?

CEC provides professional site evaluation services to help you determine what the costs are for charging stations, labor installation, and what impact it will have on your electrical service. This free evaluation will help you properly plan and budget without any big surprises.

CEC’s EV charger evaluation service will identify multiple contractors while assisting you through the process of understanding what equipment will meet your requirements now and in the future.

Site Evaluation Support Steps:

Step 1: Please give us a call at 541-548-2144 and select option 6 or email us at energy@cec.coop to determine eligibility. This is a limited offering and is only available to member businesses. Examples include, but are not limited to workplace charging, multi-family properties, municipal locations and much more.

Step 2: CEC’s evaluators will conduct phone and site visits to gather necessary information as well as determine your business’ needs.

Step 3: You will be provided an EV charger installation report with recommendations, quotes for equipment and labor to help you make an educated decision.

Oregon Clean Vehicle Rebate Program

The Oregon Clean Vehicle Rebate Program (OCVRP) offers rebates for Oregon drivers who purchase or lease electric vehicles. It is not a tax credit. DEQ designed the Program to reduce vehicle emissions by encouraging the purchase or lease electric vehicles instead of gas vehicles. Eligibility requirements differ depending on which rebate you apply for.

Funding for OCVRP has been exhausted, but applications for eligible vehicles purchased or leased prior to May 1, 2023 are still being accepted and placed on a rebate waitlist. Applicants have six months from their date of purchase or lease to apply for a rebate.

At this time, we anticipate reopening in March 2024, when funding is replenished. The OCVRP website will be updated when the program receives funding, so please continue to check the website homepage for program updates.

Standard Rebate
New electric vehicles with a base MSRP under $50,000
• $2,500 off a new eligible vehicle with a battery capacity of 10 kWh or more
• $1,500 off a new eligible vehicle with a battery capacity of less than 10 kWh
• $750 off an eligible new zero-emission motorcycle

Charge Ahead Rebate (Household income requirements apply, see program website)
New or used electric vehicles with an original base MSRP under $50,000
• $5,000 off a new or used eligible vehicle.

Standard and Charge Ahead Rebates can be combined for up to $7,500 toward the purchase or lease of a new eligible vehicle.

Federal Tax Credit for New & Used Electric Vehicles

A federal tax credit is available for new and used electric vehicles that meet requirements specified in Internal Revenue Code Section 30D.

New Vehicle Clean Credit up to $7,500.
You may qualify for a credit up to $7,500 if you buy a new, qualified plug-in EV. The Inflation Reduction Act of 2022 changed the rules for this credit for vehicles purchased from 2023 to 2032. Information about new vehicles purchased in 2022 and before or for vehicles purchased in 2023 and after.

Used Vehicle Clean Credit up to $4,000.
Beginning January 1, 2023, if you buy a qualified used electric vehicle (EV) from a licensed dealer for $25,000 or less, you may be eligible for a used clean vehicle tax credit. The credit equals 30% of the sale price up to a maximum credit of $4,000. Additional Details.

The credit is nonrefundable, so you can't get back more on the credit than you owe in taxes. You can't apply any excess credit to future tax years.

Starting in January 2024, an Inflation Reduction Act provision allows consumers to transfer the tax credit to car dealers, reducing the purchase price of eligible new and used vehicles at the time of sale.

Businesses and tax-exempt organizations that buy a qualified commercial clean vehicle may qualify for a clean vehicle tax credit of up to $40,000 under Internal Revenue Code (IRC) 45W. The credit equals the lesser of:

• 15% of your basis in the vehicle (30% if the vehicle is not powered by gas or diesel)
• The incremental cost of the vehicle

Qualified vehicles with gross vehicle weight ratings (GVWRs) of under 14,000 pounds have a maximum credit of $7,500.

Plug-in electric vehicles must draw significant propulsion from an electric motor with a battery capacity of at least:

• 7 kilowatt hours if the gross vehicle weight rating (GVWR) is under 14,000 pounds
• 15 kilowatt hours if the GVWR is 14,000 pounds or more
  • Businesses and tax-exempt organizations qualify for the credit

Businesses are eligible to receive a Federal Tax Credit for alternative fueling infrastructure including EV charging stations. Tax credits for qualified alternative fueling infrastructure are for up to 30% of the cost to purchase and install the infrastructure. Fueling station owners who install qualified equipment at multiple sites are allowed to use the credit towards each location. ODOT’s Community Charging Rebates Program

ODOT’s Community Charging Rebates Program logo
The Community Charging Rebates program is part of ODOT’s $100 million commitment to accelerate the deployment of EV charging along major roads and within Oregon communities over the next five years starting in 2023.
  • Target EV charging in communities throughout Oregon. Up to $7 million to support the installation of Level 2 charging stations at strategic locations, particularly public parking sites and multi-family housing.
  • Reimburse public and private investments through rebates. $4,250 - $5,500 per Level 2 charging port, up to 75% of eligible costs.
  • Release funding in rounds over multiple years. First round to launch in June 2023.
  • Center Equity. 70% of funds are reserved for projects in disadvantaged and rural communities. ODOT partnered with nonprofit Forth to provide education, outreach and technical assistance to increase awareness and reduce barriers to access.
